The initial situation
The procurement of electricity and natural gas is a complex issue at TUM. Favorable procurement costs can no longer be reflected in traditional full-supply contracts for large end consumers. The specific framework conditions, such as highly efficient in-house electricity generation with heat extraction and growing capacity for in-house PV generation, must be taken into account in the procurement portfolio. In volatile times, the dynamic energy market requires the utmost attention every day.
Portfolio-based procurement
TUM has introduced portfolio-based procurement as part of public procurement procedures and Europe-wide tenders. This avoided high mark-ups in full supply and rigid procurement structures, such as those commonly used today in the tranche model. Thanks to continuous market information and support in market observation as well as innovative approaches to the choice of products and procurement times, the peaks of the energy price crisis in 2022 and 2023 were avoided together. Benchmarks were significantly undercut.
